When Electronic Verification Happens First
Kentucky runs real-time electronic verification through the Kentucky Automated Vehicle Information System (KAVIS). When you register a vehicle, the county clerk's office checks KAVIS before issuing plates. When an officer pulls you over, dispatch runs your plate through KAVIS before the officer approaches your window.
The card you hand over confirms what KAVIS already reported. If KAVIS shows no active policy, the officer will cite you for no insurance even if you produce a card, because the system treats the electronic record as authoritative. If your carrier has not yet transmitted your new policy to KAVIS, you can be cited despite holding valid coverage.
Most carriers transmit policy data to KAVIS within 24 to 48 hours of binding coverage, but delays happen. If you bought a policy today and are pulled over tomorrow, KAVIS may not reflect the new policy yet. In that case, the officer will cite you, and you must bring proof of the policy's effective date to court to have the citation dismissed.
KAVIS checks your coverage before the officer asks for your card. If the system shows no active policy, the card you show will not prevent a citation.
Digital Proof Rules at Traffic Stops

The safest digital format is a PDF saved to your phone's storage or a carrier app that displays the full insurance card on one screen without requiring you to scroll. Officers will reject screenshots that cut off the VIN, policy number, or effective dates. They will also reject images with glare, low resolution, or text too small to read in daylight.
If the officer cannot verify the card's legitimacy on the spot, they can cite you and require you to bring a certified copy to court. Certified copies come from your carrier's office or website and include a stamp or watermark proving authenticity. A standard email attachment is not certified, but most courts accept it if the carrier's letterhead and contact information are visible.
What Happens When You Cannot Produce Proof
If you cannot show proof at a traffic stop, the officer will cite you for failure to produce proof of insurance, a separate violation from driving without insurance. The citation requires you to appear in court or mail proof to the county attorney's office within a set window, typically 10 days.
If you had valid coverage at the time of the stop, the citation is dismissed once you submit proof. If you did not have coverage, you face a fine, a license suspension, and a $40 reinstatement fee once you obtain a policy. Kentucky does not use SR-22 certificates, so reinstatement after a no-insurance suspension requires only proof of current coverage and payment of the reinstatement fee.
At the DMV, you cannot register or renew a vehicle without proof of insurance. The clerk will not process the transaction until KAVIS confirms active coverage. If your carrier has not yet transmitted your policy to KAVIS, you must wait or bring a paper card and ask the clerk to manually verify coverage by calling the carrier.
